About Cell
Cell is a dummy species used in synthesis and degradation reactions. BioNetGen currently requires that all reactions have at least one reactant and product of every reaction. Thus, for these reactions, we use Cell (which has a concentration of 1, so that it will not affect the reaction rate) on both sides of these reactions. Since Cell appears on both sides of each reaction in which it is involved, its concentration should never vary from the initial concentration of 1 (which is unitless).
